Abstract:
Process Safety Management (PSM) is an OSHA (Occupational Safety and Health Administration) program that uses a systematic approach to managing the risks associated with handling highly hazardous chemicals and processes in industrial facilities. This is a regulatory requirement for companies handling high quantities of chemicals. It has been very successful in mitigating industrial accidents since it centers on implementation of a systematic approach to reviewing processes.
Jacobs and our peer engineering firms are using the principles of OSHA PSM to review processes that would not be required to be analyzed per the OSHA regulation. The principle of process safety review has been made very efficient to analyze systems which are not deemed as highly hazardous such as water-based processes. This presentation will give a brief overview of PSM, outline how it is being used to improve safety within all industries and will walk through an example of how the principles are applied to a simple system. The application of PSM principles is a key element of the Jacobs safety program Design which evaluates a system through its lifetime to protect workers from industrial accidents.
Biography:
Bob Moser is a Senior Director and Subject Matter Expert with Jacobs’ People and Places business, one of the largest professional services providers to the pharmaceutical, electronics, chemical, and specialized manufacturing markets. Mr. Moser is a chemical engineer with 30 years’ experience in creating and leading environmental, safety and risk control programs and products within the chemical, refining and pharmaceutical industries. His background also includes technical and staff management, consulting, project management, training personnel and engineering standards development. Whether master planning a new site, modernizing a facility to increase compliance, debottlenecking existing facilities to increase profitability, or troubleshooting a unit operation to solve a technical issue, clients turn to Bob for his technical leadership and proven ability to deliver high-value results. Jacobs received the NIOSH PtD Award in 2024 for its design safety program. NIOSH presents the award in partnership with the American Industrial Hygiene Association (AIHA), the American Society of Safety Professionals (ASSP) and the National Safety Council (NSC). The award honors those who have incorporated safety in designs or “designed out” hazards to protect workers.
